森林火灾损失评估的相关问题探讨

在对森林火灾损失评估存在的评估结果差别大、资产核查难度大、过火林木受损判断困难等特点进行深入分析的基础上,分别针对不同灾后处理方式及林分结构与龄组提出相适应的资源资产评估方法,并就评估中的参数确定、资产核查、过火处理方式确定、过火林木价格、采集运成本等重要参数选择与应用进行探讨,最后提出要慎重选择评估参数、加大资源资产核查力度、合理确定过火林地的处理方式、合理测算过火林木的木材价格、注意采集运输成本对林木残值的影响等建议。

Discussion on Issues Related to Forest Fire Damage Assessment

Difficulties existing in the forest fire damage assessment focus on the following issues: assessment result is difficult to be unified,the asset verification is difficult,and forest fire damage is difficult to judge. Based on these difficulties,this paper proposed adapted resources valuation methods for different post-processing mode and forest stand structure and age group,respectively. Also discussed and made recommendations on the important parameters and application,such as evaluation parameter determination,assets verification,fired forest treatment determination method,fired forest price and collection and transportation cost. Meanwhile the paper proposed to several suggestions,such as carefully select evaluation parameters,increase resources verification efforts,reasonably determine the way of handling the burned forest,reasonably calculate the wood price of burned fores,pay attention to the impact of the forest harvesting cost to the forest residual value.
