| 摘 要： | 乡镇巨额债务不仅阻碍了我国农村社会的发展，影响了乡镇职能的正常行使，还有可能引发更大的经济与政治风险。审慎对待乡镇债务，从历史和现实的维度考察乡镇债务化解过程中的障碍，增强对策的现实指导力，是我国学术界所应关注的问题。此次通过实证考察，以期寻找到解决该类问题的有效措施。

| Abstract: | The large amount debt of villages and towns is not only hindered our country's development, affected theperformingoffunction in villages and towns, but evoked greater economic and political risk. It should be concerned thattreating it prudentially, reviewing the obstacles during dissolving, strengthening practicability of countermeasure.Accordingtothis investigation, we hope tofind out infective measures tosolve this problem. |
