建设城市低收入者社区探讨——兼论北京市改造“城中村”杜绝“贫民窟”的问题

城市自然形成的低收入者聚居区是工业化和城市化过程的一种必然现象。建设城市低收入者社区是加速我国工业化、城市化和农业现代化的一项战略措施。要实现全面建设小康社会的目标,须按照城乡统筹发展的要求, 把城市低收入者社区建设成物质和精神“两个文明”的社会主义新型社区。

Conceiving a Community of Low-Incomers in City according to the Policy of Balanced Development of Urban and Rural Area

The communites which many low-incomers gather in and dwell on,are the inevitable result of industrliztion and urbanization.To build a conmmunity of these low-incomers in the city is a important strategy of accelerating our country's industraliztion,urbanization as well as modernization of agriculture.In order to realize the goal of a well-off socity in all round-way,we have to construct a community with a kind of new civilization both in material and spirit,according to the policy of balanced development of urban and rual area.
