电力行业污染排放许可证不同分配方式的对比研究

文章通过建立电力生产边际成本模型，研究两种许可证分配方式（配送和拍卖）对不同的污染排放交易体系（限额和降低排放信用率）的影响。在限额体系下，分配方式的影响微弱；在信用率体系下，分配方式的影响依赖于企业生产行为的变化。与配送相比，拍卖中的边际成本会随着产量减少（增加）而降低（增加）。

The Impacts of Different Pollution Tradable Permits Allocation Mechanism in Electronically Industry
