购买和平:冷战后美国对朝鲜的能源援助

自旨在解决第一次朝核危机的《美朝核框架协议》签署以来,美国对朝鲜提供了大量能源援助。截止到2003年底,在朝鲜半岛能源开发组织框架内,美国政府共向朝鲜提供了价值4亿多美元的能源援助。第二次朝核危机爆发后,美国又在六方会谈框架内对朝提供了20万吨重油,为宁边核设施去功能化向国际原子能机构提供了180万美元的人员、技术与设备支持。本文分析了冷战后美国对朝能源援助的起始动因、描述了美国对朝鲜的能源援助进程并预测了未来美国对朝能源援助的前景。

Shopping peace:America's energy support to Korea after Cold war

U.S.had provided a large number of energy assistance to North Korea since the Framework Agreement was signed.By the end of 2003,0.4 billion U.S.dollars was cost by U.S.for the purpose of energy assistance to North Korea through KEDO.After the Second North Korea broke out,U.S.again provided 200,000 tons of heavy fuel oil and $1.8 million of human,technology and equipment assistance.This article analyzes the initial motives of U.S.energy assistance to North Korea,describes the process and predicts the future.
