积极财政政策淡出前的思考

积极财政政策迟早要淡出,早在淡出前,对政策的认识和操作也要适当调整。要充分认识积极财政政策的负面影响,不能过分乐观;要认识到政策的淡出是迟早的事情,但目前不宜淡出;要及时调整国债资金使用方向,提高资金使用效率;在扩大内需时,要注意刺激消费;实施积极财政政策,不可忽视财政风险。

Reflection Before the Fading- out of Active Financial Policies

Active finacial policies will fade out sooner o r later,but before their fading out,the cognition and operation of the policies should also be adjusted appropriately.The negative influence of active financial policies should be comp letely convinced,which can not be optimistic.It should be convinnced that the fa ding out of the policies is an early or late matter,but it is not proper for the m to fade out now.The direction of using national debt fund should be adjusted;m eanwhile,the efficiency should be improved.While civil demand enlarged,consumpti on should be stimulated.Financial risks should be ignored while carrying out act ive financial policies.
