| 摘 要： | 关中高新产业带是中国西北重要经济开发区之一，所具备的区位优势、产业优势以及科教优势使该开发区拥有一定的发展潜力。基于高新产业集群持续竞争力形成的基础，文章指出从封闭的知识系统向开放的知识系统转化，支持产业集群的升级的制度设计是关中高新产业带保持高速发展能力的内在机制；构建区域创新系统、创建良好的发展环境、推进企业的技术创新是关中地区高新产业集群持续竞争力培育和发展的主要策略。
