| 摘 要： | 组织中个体所拥有的私有信息可能危害组织的发展，对这种私有信息的化解需要组织对个体的信任和制度约束，而制度的有效运行需要制度空间和灵活性，其机理在于制度空间可以给员工以信任和自主权。这样的安排使员工既受到约束、又能够自愿地化解自己的私有信息。
