| 摘 要： | 现代法观念是法治的精神先导，中国要实现法治必须改革旧的传统法观念，使其向现代法观念转变。司法改革是法观念现代化的一个重要实践基础。实现司法独立，提高司法效率，保障司法公正，使人们在司法实践中体会法律的公平、公正，从而树立法律至上等现代法观念。

| Abstract: | The modern legal ideas are the spirit guide of the rule of law. The traditional legal ideas must be reformed to the modern ones to achieve the rule of law in China. Judicial reform is an important practice basis of the modernization of the legal ideas. By accomplishing the iudicial independence, promoting the judicial efficiency and ensuring the judicial impartiality, people can realize the fair and the impartiality of law in iudicial practice. And the law supremacy idea, and so on, can be established. |
