| 摘 要： | 清光绪年间,湖北武昌县樊口地区,外江内湖的水系特征,内乡与外乡的畛域之见,使得当地民众就是否该修建樊口闸坝,爆发了一场旷日持久的水利冲突。并进而引发了以湖广总督李瀚章和兵部侍郎彭玉麟为代表的反对派和支持派,双方就水利工程涉及的农业、渔业、商业、航运、水利安全等诸多领域展开争论。樊口闸坝事件,体现了晚清地方利益群体之间的博弈关系,以及国家与民众有关大型水利工程的决策机制问题。

| Abstract: | Fankou,which located in Wuchang County of Hubei Province,was geographically characterized by Liangzi Lake Inside and Yangtze River Outside.As the native residents long cherished prejudice against immigrants,the proposal to build a dam in Fankou finally resulted in a prolonged conflict of interest during the Reign of Emperor Guangxu.Opposed by Li Hanzhang,the Governor of Huguang,but supported by Peng Yulin,the Deputy Minister of Defence,it caused further debates on issues of agriculture,fishery,commerce,navi... |
