露天采石场密集区复垦模式研究

研究目的:以山西省浑源县正沟辉绿岩产区为研究对象,探索符合区域可持续发展的复垦模式。研究方法:实地调研与土地经济学分析相结合。研究结果:(1)由于矿产资源开采的负外部效应,致使资源开发过程中区域土地破坏面积过大,土地资源配置失当,未达到帕累托最优;(2)由于生态环境具有公共产品属性特征,开采企业环境保护意识淡薄、土地复垦执行力较低,导致目前土地复垦任务过重。研究结论:必须走矿产开发与土地复垦相结合的纵向一体化战略,同时企业之间应进行横向联合,制定土地复垦规划,从而优化资源配置、减少土地破坏,实现可持续发展。

Research on Land Reclamation Modes in Dense Region of Open Quarry

The purpose of this paper is to explore land reclamation modes that meet the requirements of sustainable development at a region level, which takes Zhenggou diabase production area of Hunyuan County, Shanxi Province as example. Method employed is the combination of spot investigation and land economics analysis. The results indicate: （1）it is found that the area of destructed land is too large, and the inappropriate allocation of land resources that could not meet Pareto optimality existes because of the negative externalities of mineral resources exploitation;（2）because the eco-environment is one kind of public product, and the environment-friendly awareness as well as the executive ability of land reclamation of the exploitation enterprises is weak, the current land reclamation tasks are excessively difficult. It is concluded that in order to optimize resource allocation, reduce land destruction and realize sustainable development, three measures should be implemented:（1）the vertical integration strategy with combination of mineral exploitation and land reclamation; （2）the horizontal integration of enterprises; （3）establishment of land reclamation plan.
