市场化改革后国有企业创造就业机会的途径研究

摘    要:本文通过计算1999-2004年国有企业的综合就业系数和就业扩张比。证明国有企业的减员增效和战略性调整,虽降低了国有企业直接创造就业机会的能力,但间接创造就业机会的能力增强了,总的效果是国有企业创造就业机会的能力不降反升。因此在现代市场经济条件下,国有企业创造就业机会的途径,由原来的仅仅通过增加本企业的就业,转变为通过投入产出联系带动相关产业中其他企业的就业。这样。国有企业就可以通过不增加冗员的方式,承担创造就业机会的社会职能。

Research on the Way of Creating Employment Opportunity by State Owned Company after Marketization Reform

Abstract:Through calculating the synthesis employment coefficient and employment magnified ratio of the state-owned enterprise (SOE),the paper proved that the employment reform and strategic adjustment increased the indirect employment and general employment of SOE, though it decreased the direct employment among 1999 to 2004. Therefore, under modem market economy, the new employment of SOE would not come from increasing the employment of themselves, but from the employment of other enterprises of related industry. By this way, SOE afford the social function of creating job opportunity, but it will not through mounting their employees.
