我国农村公共产品供给制度的路径变迁与动态对策研究

农村公共产品的普遍短缺已严重制约农村社会经济发展。文章首先回顾我国农村公共产品供给制度的变迁过程,从总量和结构两个维度分析了农村公共产品供给的现实困境;其次,从普遍性和特殊性两个层面探究了目前产生农村公共产品供给困境的原因;最后,文章提出从短期完善与修正现有供给制度、中期理顺供给制度的传输途径与供应形式、长期集中根除农村公共产品供给的制度壁垒的动态对策。

A Study on China's Rural-Public-Goods-Supply System and Its Strategies

A general shortage of rural public goods has seriously hampered economic development in rural areas. This paper first reviews the change process of the rural public supply system, and analyzes the typical events from two dimensions, gross amount and structure; secondly, it explores the causes of the dilemma of present rural public goods supply on two perspectives, generality and particularity levels; at last, it proposes the dynamic strategies, such as to improve the existing supply system in the short short-term, to make transmission channels and supply form of the supply system rational in the medium-term, and focus on the eradication of system barriers to the rural public goods in the long-term, .
