摘    要:珠三角的创新主要是渐进式的创新,具有自下而上、专业化和多样性的特征。通过对珠三角地方政府和企业创新的调查研究,发现珠三角创新的比较优势在于渐进式创新及其所嵌入的优良的制度环境。该区域的渐进式创新并不依赖雄厚的科技资源和研发实力,它嵌入于高度的市场化、集群化、国际化、良好的地方政策体系以及独特的岭南文化等正式和非正式制度环境之中,这些制度相互耦合,促成和限定了创新行为的选择。文章在上述研究的基础上提出了一系列强化珠三角创新比较优势的政策建议。

Abstract:The innovation mode in the Pearl River Delta (PRD) region is mainly incremental innovation, which is characterized by such features as bottom-up, specialization and diversity. Based on the innovation research into local governments and enterprises in the PRD region, the paper finds out that the comparative advantage of innovation in the PRD region lies in the incremental innovation mode as well as the favorable institutional environment in which it is embedded. The incremental innovation in the region does not rely on abundant S&T resources and strong R&D capacity, but rather local formal and informal institutions, including high degree of marketization, clustering, internationalization, and favorable local innovation policy system as well as unique Lingnan cultural. These institutions are highly compatible and closely coupled with each other, prohibiting and facilitating the innovation behavioral selection of various innovation actors. Based on the research findings, the paper proposes a series of policy recommendations to further strengthen the comparative advantage of innovation in the PRD region.
