经济发展能提升法治政府建设绩效吗——基于2016年广东省的抽样调查

贯彻全面发展理念，推进法治政府建设是我国既定的战略部署。从历史经验看，法治建设能提供良好的营商环境，降低不确定性，从而为经济增长提供条件和动力，反过来，经济增长能否提升法治政府建设绩效有着截然不同认识及个案。针对2015年度广东省的实证研究表明：地区GDP和人均GDP对法治政府绩效满意度存在较强的正相关，Pearson相关系数分别为0.758和0.883，回归系数分别为0.747和0.890。同时，区域所处的不同经济发展阶段与区内公众收入的分化程度对两者的相关系数影响明显。显然，发展经济能有效推进法治政府建设，但并非线性关系。对广东而言，应努力改善区域经济发展的不平衡性，缩小贫富差距，追求社会公平正义，体现创新、协调、绿色、开放和共享的发展理念。

Can Economic development improve the performance of the rule of law of government: Based on a sample survey in 2016 in Guangdong Province

Implementing a comprehensive development concept, to promote the rule of law in the government building is our established strategic plan.From a historical perspective, Ruled by law can provide a good business environment, reduce uncertainty, and power to provide the conditions for economic growth.Conversely, There is a different understanding and case in economic growth enhance the performance of the rule of law of government.Empirical Research for the year 2015 show that GuangDong Province:there is a strong positive correlation between regional GDP per capita GDP and the rule of law the Government Performance Satisfaction.Pearson correlation coefficients were 0.758 and 0.883,Regression coefficient was 0.747 and 0.890. At the same time,Regional differentiation stage of development in which the different economic and regional public revenue for both the correlation coefficient significantly affected.Obviously,developing the economy can improve construction of the rule of law of government,But non-linear relationship.For GuangDong Province,Efforts should be made to improve the imbalance in regional economic development,narrow the gap, pursuit the social justice,and reflect the concept of development,innovation, coordination, green, open and sharing.
