| 摘 要： | 城市特色危机越演越烈,让领导、市长、专家们束手无策,其根本原因是城市发展战略规划——概念性规划已经不适应城市发展的需要。概念性规划是一种超空间、超时空、超地域不受约束的一种规划,它是针对城市总体规划僵硬体系而应对的一种规划把城市总体规划僵死和概念规划泛泛的内容,只有通过一种城市主题文化融入到城市发展战略之中,使城市定位更为准确和清晰,更具可行性和操作性。
