新型工业化背景下工业反哺农业的制度创新

根据国外许多国家的经验，进入工业化中后期阶段以后，依靠工业提高农业现代化水平是一个普遍的规律。我国目前从总体上已经进入到了工业化的中期阶段，从工农关系和城乡关系上来看已经进入到了工业反哺农业、城市带动乡村的发展阶段。在新型工业化背景下实现“工业反哺农业”和“以城市带动乡村”的发展战略转型，必须进行相关的制度创新，建立以农村为本的发展战略，使工农业关系由过去的农业哺育工业的关系转向工农业平等发展的关系。

Industry-financed Agriculture: System Innovation under the Background of New Industrialization

According to the experiences of many foreign countries, it is universal to improve the modernization level of agricuhure by depending on industry after the mid-term stage of industrialization. From the overall view, China has entered the mid-term stage of industrialization when the industry finances agriculture and the city promotes the countryside. To carry out the strategic transform under the background of new industrialization, we should innovate the relative systems, establish the agriculture-oriented developing strategy, and adjust the economic relationship between industry and agriculture to propel the transformation of agriculture-financed industry to the equal development of agriculture and industry.
