国家现代农业产业园建设与共同富裕

促进农村共同富裕是当前扎实推动共同富裕最艰巨最繁重的任务,2017年以来正式启动的国家现代农业产业园建设具有强农富农使命,但其对地区共同富裕的影响尚不明确。文章以“总体富裕”和“成果共享”两个维度构建地区共同富裕指标体系,使用2015—2020年中国地级市面板数据,利用国家现代农业产业园建设作为准自然实验,从农业生产效率和劳动力转移就业角度研究了国家现代农业产业园建设对农村共同富裕的影响。研究发现,国家现代农业产业园建设有助于推进地区共同富裕的实现,尤其是中西部地区和处于经济发展中间水平地区。同时,国家现代农业产业园建设的“成果共享”效应大于“总体富裕”效应。进一步地,在机制检验方面,文章发现,国家现代农业产业园建设提高了地区农业全要素生产率,促进了农民群体就业从第一产业向第三产业转移,提升了弱势群体收入,从而促进了发展包容性,切实推进了共同富裕。因此,文章提出：加快国家现代农业产业园总量扩容,扩大覆盖面,严格考核,切实发挥其包容性发展效应;加快形成省市区联动的现代农业产业园建设体系,为农村共同富裕注入持续动力;现代农业产业园建设应注重农业的高质量发展和外延式发展;各地区应因地制宜依托...

Construction of National Modern Agricultural Industrial Park and Common Prosperity

Promoting common prosperity in rural China is the most task to promote common prosperity. The construction of the national modern agricultural industrial park, officially launched in 2017, naturally has the mission of strengthening farmers and wealthy farmers. However, its impact on common regional prosperity is still unclear. Drawing on China's city panel data from 2015 to 2020, this paper empirically estimates the effects of the construction of national modern agricultural industrial parks on rural common prosperity. We further explore it from the perspectives of agricultural production efficiency and labor transfer and employment. This paper finds that the construction of national modern agricultural industrial parks is conducive to promoting the realization of regional common prosperity, especially in the central and western regions and areas at the intermediate level of economic development. At the same time, the achievement sharingeffect of constructing the national modern agricultural industrial park is greater than the overall prosperityeffect. Furthermore, in terms of mechanism analysis, the study finds that the construction of national modern agricultural industrial parks has improved the total factor productivity of regional agriculture. The construction of national modern agricultural industrial parks has promoted the transfer of employment of farmers from the primary industry to the tertiary industry and increased the income of vulnerable groups. Thereby promoting inclusive development and effectively promoting common prosperity. Therefore, this paper puts forward the following suggestions. First, accelerate the expansion of the total amount of national modern agricultural industrial parks, expand the coverage, strictly evaluate and effectively exert their inclusive development effect. Second, accelerating the formation of a modern agricultural industrial park construction system linked between provinces and municipalities to inject sustainable impetus into the common prosperity of rural areas. Third, the construction of modern agricultural industrial parks should pay attention to the high-quality development and epitaxial development of agriculture. And last, all regions should rely on their profitable and characteristic industries to build modern agricultural industrial parks and other policy suggestions according to local conditions.
