分析了我国国有资产监管的现状及存在的问题,指出国有资产流失或转移是目前我国国有资产监管中存在的显著问题之一;梳理了国有资产流失或转移研究的视角,提出系统研究国有资产流失或转移的视角;通过三模型分析,即国有资产流失或转移模型、官员经营者合谋模型和国有资产监督供给模型分析基础上,求解出控制国有资产流失或转移的根本路径在于重新构建国有资产监管机制,并提出对策建议。

A Resolution to Erosion and Transfer of State-owned Capital

At first, through analyzing the status quo and problems of supervision & administration on state-owned capital (SOC), the article points out that the erosion and transfer of SOC is one of the serious problems. Then, the paper puts forward the systematic researches on the problem after introducing the existing research angle. Finally, through the analysis of the models: the model of erosion and transfer of SOC, the model of collusion of official holders with managers, and the supervision & supply model of SOC, the paper points out that the basic method to solve the problem is to reconstruct the SOC supervision & administration system.
