| 摘 要： | 高新技术只有形成高新技术产业才具有经济意义，海洋高新技术的产业化作为一项巨大的系统工程，离不开金融。然而，众多的约束因素制约着海洋高新技术产业化的过程。高新技术产业化迟滞，金融创新是化解其中一些约束产生风险的重要方法，它通过新型的制度安排、市场结构设置、工具创造，更为有效地发挥对高新技术产业的助推功能。
