完善社会主义新农村建设金融服务体系问题研究

解决社会主义新农村建设所需要的大量资金,必须完善农村金融服务体系,发挥各种金融机构的作用,形成一个强大的合力.仅靠农民自身或政府的投入是不能从根本上解决新农村建设对于大量资金的需求的.要充分发挥政策性金融的作用,完善农村现有金融机构的运行机制,发挥商业银行和邮政储蓄的金融支持作用,组建多种所有制形式的民间金融机构,探索可行方式引进外国资本,多渠道、多途径地解决新农村建设中对资金的需求.随着农村金融改革整体推进,构建完善的"三农"金融服务体系应该是科学发展观在农村金融中的实现途径.

Research of Improving the Financial Service System of the New Socialistic Rural Construction

A large amount of money is needed to solve the building of the new socialistic countryside, and then the rural financial system should be improved and every kind of financial organizations should be functioned so as to form a strong joint forces. The need of such a large amount of money for the building of the new socialistic countryside cannot be solved thoroughly only depending on the peasants themselves or the investment of the government. The demands could be met through fully processing the politic finance, perfecting the available operational mechanism of the countryside, giving play to the support of the Commercial Bank and the Post Savings, organizing various ownerships of nongovernmental financial organizations and searching feasible way of absorption of foreign investment. Along with the advance of the reformation of the rural financial system, the perfection of the financial system for agriculture, rural areas and peasantry is the only approach to fulfill the scientific development outlook in the rural financial system.
