| 摘 要： | 教育、科技和经济一体化的形成分为初期、发展期和成熟期三个阶段。文章以江苏为例，提出政府应当依据发展阶段的具体要求，强化企业的创新主体意识，优化创新资源配置，增强科研机构、科技中介和金融资本的创新服务能力，提高一体化创新的效率。

| Abstract: | Formation of integration of education, science and technology and economy can be divided into initial, deveolping and mature stage Take jiangsu as example to study, the paper puts forward that govenment should meet concrete demand of very developing stages, and strengthen principal sense of enterprises, and optimize allocation of creative resources, reinforce capability of research institutions and agency and financial capital to serve enterprises innovating. Thus, innovative effiency will be raised. |
