摘    要:广西北部湾经济区存在一定数量的集体建设用地隐性流转,并且随着土地供求矛盾的加剧进一步扩大。北部湾经济区集体建设用地流转制度的改革,有着保护土地产权、满足土地需求的必要性和国家政策支持的可行性,在此基础上建立与完善"保权让利"模式的流转制度,能有效保护农民利益、缓解土地矛盾、促进土地高效利用和经济发展。

Abstract:There is a certain amount of implicit tran sfer of Collective Construction land in Guangxi Beibu gulf economic zone.This case has become more seriously with the aggravation of the contradictions between land's supply and demand.The reform on transfer systems of Collective Construction Land in Guangxi Beibu gulf economic zone has it's necessity of protecting land and feasibility of national support on policy.If establish and improve the pattern of "Rights protecting,profit sharing " based on the necessity and feasibility,we can not only effectively protect the interests of farmers' and alleviate the conflicts of land,but also can promote effectively use of land and economic development.
