新疆经济增长与环境污染的实证分析

本文以环境库兹涅茨曲线(EKC)理论为基础,选取了新疆1990～2009年的工业"三废"排放量作为衡量环境质量指标,建立了工业"三废"排放量与人均GDP之间的计量模型,对新疆工业三废排放量与人均GDP之间的动态关系进行了实证研究。研究表明:新疆工业废水排放量与人均GDP之间不存在明显的环境库兹涅曲线关系,而工业废气排放量、工业固废排放量、工业三废总量与人均GDP之间均呈"U"形曲线关系。由于工业废气、工业固废的排放对生态环境的压力影响明显,其增长率的提高会加大对生态环境的压力,并延缓环境库兹涅茨曲线拐点的到来,新疆政府应加强对生态环境压力增大问题的重视,积极采取相关政策和手段,以便使生态环境与经济增长之间协调可持续发展。

Xingjian economic growths and environmental pollution's demonstration analysis

Based on the theory of environmental Kuzn-ets curve,this paper has established an econometric model to research empirically the dynamic relationship between industrial＂three wastes＂emissions and average GDP choosing the data of Xinjiang from 1990 to 2009 as indexes to measure environmental quality.The results show that the relationship between industrial wastewater emissions and GDP per capita does not exist an obvious environmental Kuznets curve,while GDP per capita has a＂U＂-shape relationship with industrial emissions,emissions from industrial solid waste and the total of industrial＂three wastes＂respectively.Finally the author suggests that the serious environmental problems in Xinjiang need to be solved urgently and the local government should carry out further perfecting policies for environment in Xinjiang such as optimizing industrial structure,strengthening investment for environmental protection,improving the national consciousness of environmental protection.
