| 摘 要： | 现试行的新农保试点政策的保障水平不高影响了其作为一项养老政策功能的实现,通过科学制定新农保养老金的目标替代率,重新界定各缴费主体的缴费责任,可使新农保的目标替代率达到40%,且具有财政上的可持续性,为新农保政策由试点走向常态化提供了理论和实践的支持。

| Abstract: | The low insurance level of the new rural social endowment insurance obstruct its effect as a endowment policy.By scientificly draft The new rural social endowment insurance＇ s reserve replace ratio,renew each subjectival＇s payment distribution,we improved the new rural social endowment insurance＇ s reserve replace ratio to 40%,which is still financial continuity and provide theory and practice support for the new rural social endowment insurance＇s turning from a experimental policy to a normalization one. |
