基于三阶段DEA模型的区域创新效率分析

采用三阶段DEA模型对我国31个地区的区域创新效率进行了分析研究,结果表明该模型能有效地计算出各地区的规模效率,揭示了区域创新能力与创新效率的关系。分别从技术效率、纯技术效率和规模效率角度出发,给出了提高区域创新能力的建议。显著性分析结果表明,单靠增加教育经费支出无法有效提升研发人员综合素质和研发经费使用效率。

Analysis on Regional Innovation Efficiency Based on the Three-stage DEA Model

This paper studies the regional innovation efficiency of 31 regions with the three-stage DEA model, the results show that the model can effectively calculate the scale efficiency in all regions, reveals the relationship between regional innovation capability and innovative efficiency. Respectively given the proposal to improve the regional innovation capability from the point of view of the technical efficiency, pure technical efficiency and scale efficiency. Significant analysis results show that increase expenditure on education alone can not effectively improve the overall quality of R&D personnel and the efficient use of R&D funding.
