改革开放以来中小企业扶持政策文本分析

对改革开放以来我国政府出台的中小企业扶持政策进行文本分析。按时间顺序收集到由中央层面发布的中小企业扶持政策文件共211份,运用文本分析法,从文本类型、发文单位、政策主题及演进阶段等维度进行量化研究。研究发现：中小企业扶持政策演进经历了“恢复—探索—发展—密集”四个阶段,政策出台紧密结合国家形势和中小企业的发展需求;文本形式集中体现为规章、通知等,立法支持尚有缺失;扶持手段逐渐从初期的金融、财税及资金支持拓宽为系统化、社会化的创新创业支持,但支持力度有待提高。

Text Analysis of Small and Medium-sized Enterprise Support Policies Since the Reform and Opening up

This paper will make a textual analysis on support policies of small and medium-sized enterprises since the reform and opening up. It collected 211 support policy documents of the small and medium-sized enterprise issued by the central level in chronological order. Using text analysis method, a quantitative analysis has been presented in the text type, the units, policy subject and so on. The results show that the evolution of small and medium-sized enterprise support policies has experienced four stages:recovery phase, exploration stage, development stage and dense phase,policies introduced closely with the national situation and demand for the development of small and medium-sized enterprises;Text type concentrated embodied in regulations, notifications, etc., the legislative support is missing; Financial, fiscal and taxation policy support means gradually from the early financial support to the systematic and social innovation support, policy support needs to be improved.
