| 摘 要： | 新型农村养老保险尚处于试点阶段.目前关于这项新制度的关注程度较高,本文对现有研究成果,从制度建立的必要性、地方政府能否承担财政补贴、如何有效运营和监管基金、如何有效建设经办机构、如何做好相关制度衔接等方面进行梳理,并对涉及制度健康运行的其他重要问题进行归纳,以期对新型农村社会养老保险制度提出对策建议.

| Abstract: | The new rural insurance policy is launched in piloting areas which has been the focus of many researchers.The paper aims to provide a better understanding of the policy by reviewing related literature,The paper also explored the mechanism,feasibility for local government to allocate funds,methods to run and monitor the use of funds,foundation of relevant institutions,continuation and development of policies as well as other related issues. |
