| 摘 要： | 介绍了辽宁省开展集体林权制度配套改革的主要做法,重点是解决林农面临的突出问题。指出,通过开展抵押贷款、加强指导服务、编制经营方案、完善扶持措施、组建合作组织等办法,分别解决了林农资金短缺、信息不灵、采伐困难、增收不快和经营分散等问题。认为,改革极大地唤醒了农民经营林业的意识,产生了多维立体效应。集中体现了"四大"变化:在造林上由"要我造"转变为"我要造",在产业发展上由"不敢投入"转变为"舍得投入",在资源管护上由"漠不关心"转变为"主动管护",在营林上由"粗放经营"转变为"科学经营"。
