| 摘 要： | 作为一种制度建构，“福利国家”于20世纪40年代之后在欧洲资本主义世界开始产生。但作为一种福利供给形态，它在欧洲社会已有悠久的历史传统。考察历史，“福利国家”的形成并非一蹴而就，而是有着一定的发展渊源，经历了相当长的实践积累和理论酝酿过程。就其发展逻辑而言，“福利国家”不是出现的，而是进化的。
