| 摘 要： | 探讨了法国这样传统的科技大国进入21世纪后在保护本国人才资源并参与国际人才竞争方面的作法及其成效,对法国曾经在世纪初所面临的科研困境和人才危机进行了回顾及分析,对法国政府积极应对挑战、实施人才战略、稳定本国人才、吸引国外人才的举措进行了详细介绍和深入探讨,并提出了促进我国科技人才工作的4点启示。
