氢能全产业链支持政策:欧盟的实践与启示

全球经济进入低碳转型轨道,清洁氢能是全球去碳化三大支柱之一,是清洁能源转型的关键产业.欧盟作为全球氢能技术领袖之一,以其技术优势跻身全球氢能产业的佼佼者.近年来,欧盟持续完善氢能支持政策体系,对内加强关键技术研发,对外以国际合作强化标准输出,在制订补贴政策支持氢能全产业链发展方面积累了较为丰富的经验.文章认为欧盟对氢能的全产业链的顶层设计、立法保障和财税补贴等支持政策值得重视,欧盟长期支持关键技术研发和精准补贴产业链的做法值得我国参考和借鉴.

Supporting Policies for the Whole Industrial Chain of Hydrogen Energy:The Practice and Enlightenment of EU

The global economy has entered the low-carbon transformation track.Clean hydrogen energy is one of the three pillars of global decarbonization,and it is the key industry of clean energy transformation.As one of the global leaders in hydrogen energy technology,EU has become an outstanding player in the global hydrogen energy industry with its technological advantages.In recent years,the EU has continued to improve its policy system for hydrogen energy development,strengthening research and development of key technologies at home,and creating global standard through international cooperation.It has accumulated rich experience in formulating subsidy policies to support the development of the whole hydrogen energy industry chain.The paper considers that the EU's supportive policies for the whole hydrogen energy industry chain,such as top-level design,legislative guarantee and fiscal subsidies,are worthy of attention,and the EU's long-term support for key technology research and development and precise subsidies for the industry chain are worthy of reference for China.
