新世纪中国卫生财政支出分析

本文对我国2000年以来的卫生财政支出进行分析,系统回顾我国卫生财政支出的得失,发现我国卫生财政支出面临的主要问题:一是卫生财政支出的可持续增长机制有待稳固;二是卫生财政支出对推动医疗卫生供给侧结构性改革的作用有待加强;三是卫生财政支出对完善全民健康保障制度的引领作用有待强化.并提出以下建议:一是进一步完善卫生财政投入机制,持续为我国高质量发展提供健康保障;二是优化财政支出结构,促进卫生服务体系高质量发展;三是完善医保财政支出政策,进一步筑牢织密健康保障安全网.

Analysis of China's Health Fiscal Expenditure in the New Century

This paper analyzes China's health fiscal expenditure since 2000,systematically reviews the gains and losses of China's health fiscal expenditure,and finds that the main problems faced by China's health fiscal expenditure:first,the sustainable growth mechanism of health fiscal expenditure needs to be stabilized;second,the role of health fiscal expenditure in promoting the structural reform of health supply side needs to be strengthened;third,the leading role of health fiscal expenditure in improving the national health security system needs to be strengthened.Suggestions are put forward as below:first,health fiscal investment mechanism needs to be further improved to provide health security for China's high-quality development continuously;Second,fiscal expenditure structure needs to be optimized to promote the high-quality development of the health delivery system;third,fiscal expenditure policy of medical insurance needs to be consummated to build a strong and dense health security safety net.
