战略性新兴产业创新政策绩效评估及影响因素研究

创新政策有利于引导和促进战略性新兴产业快速发展,对于我国加速构建现代化产业体系具有重要作用。基于DEAMalmquist指数法,测算2010—2018年中国战略性新兴产业创新政策绩效,并运用面板数据回归模型探究战略性新兴产业创新政策绩效影响因素。研究表明:我国战略性新兴产业创新政策绩效整体处于较高水平,并呈现波动上升趋势,东、中、西部地区的政策绩效具有明显差异;产业规模、企业创新意愿、市场化程度、科技化水平和政策支持力度对创新政策绩效影响明显,科技化水平和政策支持力度对产业创新政策绩效具有显著正向影响。

Research on Performance Evaluation and Influencing Factors of Innovation Policy for Strategic Emerging Industries

Innovation policy helps to guide and promote the rapid development of strategic emerging industries and plays an important role in accelerating the construction of modern industrial system in China.Based on the DEAMalmquist index method,this study measures the innovation policy performance of China’s strategic emerging industries from 2010 to 2018,and uses the panel data regression model to explore the influencing factors of strategic emerging industry innovation policy performance.The research shows that the innovation policy performance of strategic emerging industries in China is at a high level as a whole,and shows a fluctuating upward trend,and there are obvious differences in policy performance among the eastern,central and western regions.Industrial scale,enterprise innovation willingness,degree of marketization,scientific and technological level and policy support have a significant impact on innovation policy performance,while scientific and technological level and policy support have a significant positive impact on industrial innovation policy performance.
