| 摘 要： | 产业结构调整的发展思路在理论上滞后,主要是其依据的哈罗德-多马经济增长模型自身有误,衡量产业结构变迁的指标片面,管理方式以部门掌控产业资金为主。在实践中,往往按照产业导向引入的项目是穿科技马甲的科技产业,没有在产业价值链上攀升,造成了产业价值链利润率低下等问题。产业政策造成了国内竞争环境不公,经济发展风险大等问题。产业结构调整思路需要转向价值链或者产业价值链思路,要破除各类职业之间的待遇差距,树立实业兴国观念,引导智力资源转向实业,减少政府对微观经济的干预,压缩产业资金,推动职业教育发展,注重品牌竞争力建设。

| Abstract: | Thoughts on industrial restructuring lag theoretically because of incorrect guiding theory——Harrod-Domar model,lopsided appraisal indicators,lagging management,policies and measures.The bad effects of thoughts on industrial restructuring are due to low profit rate of industrial value chain,industrial added value,labor productivity,loss of control in key industries,unfair competition,financial risks and internal market share of products.The readjustment of industrial structure need switch to value chain so as to eliminate salary gap among professions,establish the outlook of rejuvenating China through enterprise,lead talent resources into enterprises,reduce government intervention in the micro-economy and industry fund,promote the development of vocational education and attach importance to brand competitiveness. |
