中国与原苏丹石油合作的现状与困局

经过十几年的努力经营,中国石油公司在原苏丹创建了完整的石油工业体系,形成了密切的石油合作关系。这对于保障我国石油进口安全、拓展在非洲地区的石油合作具有重要的战略意义。然而原苏丹国家分裂后,种族宗教冲突加剧,加之领土边界争端和石油资源争夺以及相关国际因素,已经影响到既有合作利益。中国需要突破传统思维,综合运用多种手段化解国家分裂造成的合作困局,维护和扩大与南北苏丹的石油合作关系。中国海外石油合作项目大多处于动荡不安的国家或地区,维护在南北苏丹石油合作利益的实践有助于中国油企积累开展国际合作的经验。

Dilemma in oil cooperation between China & the former Sudan

In more than ten years of operation Chinese oil companies developed a complete oil industry system in the former Sudan and close oil cooperation with it.This has been of strategic importance to China in ensuring oil import security and expanded oil cooperation in Africa.However,as the former Sudan was split,intensified racial and religious conflicts,coupled with territorial & boundary disputes,scrambling for oil resources and related international factors have reduced the benefit from existing cooperation.China needs to free itself from a conventionalmindset,adopt various approaches to resolving the dilemma resulting from the national split,and secure and enhance oil cooperation with both North and South Sudan.Such action will provide invaluable experience to Chinese enterprise in conducting international cooperation since most of China’s overseas oil cooperation projects are located in turbulent countries or regions.
