三北防护林四期工程“十五”投资执行及管理问题初探

对"十五"期间三北工程建设成效及投资执行情况、使用管理情况进行了分析,认为"十五"期间三北工程建设具有投资增加、投融资渠道更加广泛、投资突出建设主攻方向等特点,但也指出了三北工程目前所存在的规划与计划脱节、投资总量不足、单位投资标准低、管理不规范等问题。在对工程建设投资状况进行深入分析的基础上,提出了应将三北工程纳入公共财政框架、进一步提高投资标准、优化投资结构、严格按照项目管理等建议。

Three-North Shelterbelt Project during the Implementation of Investment and Management in the 10th Five-Year Plan

This paper first introduces the effectiveness, investment and use of Three North Shelterbelt Project in the 10th Five-Year Plan period. It holds that during the 10th Five-Year Plan, Three North with an increase in investment projects, for more extensive investment and financing channels investment, and prominent building as the main direction. But it pointed out that the three North project existed planning and programming diviede, lack of the total investment, low investment criteria, irregular management, and other issues. It proposals that Three North project should be included in the framework of public finance, further improve the investment criteria, optimizing the investment structure, in strict accordance with the project management, and so on.
