| 摘 要： | 老港新港齐聚渤海,使环渤海地区港口竞争压力日趋激烈。实施"连横"战略,谋求互利共赢,已是当务之急。津冀港口应实行干支协同战略,以特色化和专业化发展解决同质化竞争难题。要创新体制,打破行政分割,港口民营化则是实施连横战略的重要市场力量。

| Abstract: | Faced with increasingly intense competition pressure due to the constant construction of new ports. The integration strategy is badly needed for a win-win. The ports in Tianjin and Hebei should implement port combination and seek the accurate functional orientation. Privatization is one of the major market forces to innovate the system and unite the separate administrative sections. |
