| 摘 要： | 资源开发与利用过程中所涉及到的区际关系问题并非单纯的资源配置,而是隐含了相当复杂的利益分配、发展冲突以及社会公平等方面问题的。作为影响巨大的资源配置活动,南水北调、北煤南运、西煤东运以及西气(电)东送等工程的实施,更需重视和处理好区际间的关系问题。

| Abstract: | The regional relations of resource development and utilization are not complete resource allocation,but highly includes complicated benifit of devision,development of conflict as well as social equity and all that. The implementation of resource allocation which can produce greately influence,especially south-north water transfer project,west-east gas pipeline project,northo-south coal transfer projectand west-east coal transfer project and so forth ,needs paying more attention to regional resource and dealing with them well. |
