电力体制改革及中国三峡总公司的对策

国务院于2002年2月正式颁布电力体制改革方案。启动以市场化为导向的电力体制改革,在此背景下,中国三峡总公司面临机遇和挑战。总体看来,机遇大于挑战,采取正确的应对措施,就能发挥优势,充分利用外部机遇获得发展。

Regulation and reform of power system and CTGPC's countermeasures

The electric power industry is a fundamental sector in the national economic and social development. With reform and open to outside of the world in China, the electric power industry has been developed rapidly by a series of policies and measures formulated by the government for speeding up the electric construction in order to mitigate the bottleneck restriction in short electricity. In the process of development, however, the revealed issues in industrial structures and systems could not match the socialist market economy, such as monopolistic operation, imperfect electricity price mechanism, ramparts in electric market between provinces and electricity supervision methods those can not suit the development requirements. Through full incubation and by international experiences available in electric system reform and regulation, the State Council issued officially the restructuring scheme of electricity system with a main principle of market-oriented. The China Three Gorges Project Corporation (CTGPC) will face challenges but more opportunities. The CTGPC (owning an installed capacity of around 20 000 MW by 2009) will become a competitor with other 4 - 5 independent power generation tycoons in China each owning an installed capacity of 30 000 -40 000 MW. The CTGPC has been entitled by the State Council to develop in a rolling way the water resource on the Yangtze River. It has been planned that the newly formed stock company under the CTGPC will be listed in public and issue its shares in 2003, and by 2012 the total installed capacity will be increased to more than 20 000 MW. During the period from 2012 to 2022 the CTGPC will make acquisition and capacity expansion actively and continuously, with a cost and quality control as its marketing strategy, to increase its market share, improve energy structure and further enhance technical and management level, as well as own a total installed capacity of 40 000 MW by 2022, keeping a position of the first-rate clean energy corporation in the world.
