Study on Public Choice in Constituting Policy of Chinese Social Security

In substance, the process of constituting policy of social security in China is the process of public choice of kinds of interest groups. The interest groups will influence the intention and behavior of the government through direct or indirect ways. The policy adopted at last may be the contract of different interest groups. The impact of a social security policy on an interest group may be multiply because of the complexity of the policy itself.
