互利共赢——两岸发展科技合作初探

本文从比较优势理论角度,探索两岸发展科技合作的前景及其存在问题。论文提出,当前两岸共同面对的竞争环境主要表现为国际经济结构大调整,世界技术创新步伐加快和跨国公司作用增强。技术创新导致的效益增加成为突出的世界经济特征。两岸只有按照各自资源禀赋的比较优势来确定发展战略,增强合作,才能实现互利共赢。在那些没有偏离比较优势的产业间增强合作———如传统产业和高科技产业部门间进行科技合作,应该成为重点。

Cooperation to Win-Win Result:A Primary Research on Scientific and Technological Cooperation Across Taiwan Strait

This paper discusses the prospect and the underlying problems of scientific and technological cooperation across Taiwan Strait from the perspective of comparative advantage theory.Currently the international economic structure is undergoing a profound transformation;the world is witnessing a much faster pace of technological innovation;and the role of multinational companies gets more important.Both sides of Taiwan Strait are facing this very competitive international development context.This paper argues that the both sides can only achieve mutual benefits and double win results when they adopt an industry aggregating development strategy based on their respective cooperative advantages of natural factors.The keystone of the cooperation should be set on the scientific cooperation among traditional and high-tech industries,which are not away from their comparative advantages.
