人力资源开发是西部经济、社会发展的基础和动力,也是顺利实施西部大开发战略的前提条件.目前,西部人力资源存在数量大、素质偏低、人才结构不合理、人才流失等问题,特别是人才流失已经影响到西部各项建设工作和西部大开发进程.西部只有增加教育投入、改善环境,营造留住人才、吸引人才的环境氛围,才能提高西部的人才素质和遏制人才流失的问题.
