摘    要:人力资源开发是西部经济、社会发展的基础和动力,也是顺利实施西部大开发战略的前提条件.目前,西部人力资源存在数量大、素质偏低、人才结构不合理、人才流失等问题,特别是人才流失已经影响到西部各项建设工作和西部大开发进程.西部只有增加教育投入、改善环境,营造留住人才、吸引人才的环境氛围,才能提高西部的人才素质和遏制人才流失的问题.

Abstract:Human resource is the foundation and the power of economy and society of the western region. It is the precedent of successfully implementing the strategy of west development. At present, human resource of the west region exists many problems, like large poor population, improper structure and improper movement of talents. Especially, improper movement of talents has already affected the constructions and west development. Only by increasing educational vestment, improving circumstances and creating atmosphere of employing and introducing talents, can the western region improve the quality of talents and contain the problem of improper movement.
