| 摘 要： | 转型实践证明，试图一步到位的转型注定是要失败的，那么转型的逻辑起点在哪里？是基础性制度还是次级制度？转型应该从次级制度开始，理由主要有四点：建立市场经济“心智模式”的需要；减少转型阻力的需要：可以使基础性制度诱致性变迁的时间前提；符合制度变迁的一般逻辑。

| Abstract: | It has been proved in practice that one-step transformation is doomed to failure. Then, where is the logical starting point of the transformation？ Is it the fundamental institution or secondary institution？ The paper argues that the transformation should start from the secondary institution and the main reasons are as follows： it is necessary to establish the mental model of market economy; it is helpful to eliminate the resistance to the transformation; it can advance the induced institutional change ; and it is consistent with the general logic of institutional change. |
