城乡统筹:以农民收入为中心的结构转换分析

本文围绕农民收入这个中心议题,从城乡统筹的角度,分析和研究了我国在工业化中期阶段的区域、劳动力、城镇化以及国民经济分配中的结构转换问题。指出目前区域之间的发展差距在一段时期内还会继续存在;城乡沉淀的大量富余劳动力带来就业压力短期内很难消除;城镇化滞后于工业化的现象没有根本缓解;国民经济分配格局重工轻农、重城轻乡的现象在继续扩张。为此,在市场经济体制下实现城乡一体化发展,必须在区域经济发展战略、农村劳动力转移和充分就业、城镇化水平提高以及国民经济分配格局等方面大胆进行制度创新,实现城乡统筹的经济社会发展理念。

On Economic Structural Transformation to Increase Farmer''''s Income in China

Around the central subject of farm' s income, the region, labour force, urbanization and structrual transformation of the national economy in the mid -stage of industrilization are analysed from the view of harmony between urban and rural. The paper points out the difference among different regions will exist for some time. The employment pressure produced by a large amount of excessive labor force willn' t be removed in a short time. The question of urbanization lagging behind indus-tralization hasn' t been relaxed fundamentally. Therefore, it is necessary to realize the coordination between urban and rural, renovate the systems of development strategy and transfer of labor force, etc. .
