| 摘 要： | 本文基于世界银行2012年中国企业调查数据实证检验了政府采购对中小企业融资约束的影响,结论表明政府订单显著缓解了中小企业的融资约束,且获得政府订单的中小企业比没有政府订单的中小企业融资约束缓解的概率高7.7%。文章的政策含义是:要加强政府采购对中小企业,尤其是中小私有企业融资的扶持力度,保证采购过程的公平,公开进行,消除采购的所有制及规模歧视,应进一步把采购置于市场竞争环境中,让各企业凭借自身能力获得政府订单。
