城镇化视野下完善我国农民工工伤保险制度的思考

城镇化的发展促进了农村剩余劳动力的流动就业，也因此形成了大量的农民工。由于各种因素的限制，大多数农民工就业岗位集中在工作环境相对危险的行业，其工伤保险问题日益受到社会各界的关注。通过城镇化的视角，分析了现存工伤保险制度的问题，并借鉴美国劳工险的部分经验，提出以政府、用人单位、农民工三方为工伤保险责任体，共同从工伤风险预防、工伤争议处理和二次劳动力恢复三种机制构建的思考来完善我国的工伤保险制度。

Pondering on the Complement of Peasant Workers' Industrial Injury Insurance System under the View of Urbanization in China

The development of urbanization has stimulated the mobile employment of the surplus rural laborers. So under this situation the peasant worker group has been formed. Most of peasant-workers centralize in the relatively risk industy for the various limiting factors and the scioey has paid the attention to their industrial injury insurance day after day. According to the view of rapid urbanization in China, the authors have analyed the probems of existing industrial insurance system and draw some lessons from the Labor Insurance of America. They propose that the government, employer and peasant-worker should take their own responsbilities in the industrial injury insurance on conceiving mechansims of the risk-aversion, labor disputes and the secondary labor-rehabilitation to complete the industrial injury insurance in our nation.
