现代流通体系畅通双循环的理论逻辑与内在机理研究

双循环新发展格局构建的关键在于推动产业关联畅通和经济良性循环流转，实现供给侧与需求侧协同发展。现代流通体系在国民经济循环中处于核心环节，是衔接供给侧与需求侧的桥梁和纽带，在破解双循环新发展格局构建中面临的痛点、难点及堵点方面发挥着重要作用。文章着眼畅通双循环，构建了“四功能打造、六化转型、五体系升级”现代流通体系建设的逻辑模型，提出了现代流通体系在实现更高水平生产与消费循环、更高质量城市与农村循环、更高层次内外贸市场循环、更加协调跨区域市场循环中的重要作用，进而从信息传导、结构牵引、要素优化和科技创新四大功能出发，阐述了现代流通体系畅通双循环的内在机理及关键机制，并提出相应对策。

Theoretical Logic and Internal Mechanism of Dual Circulation in Modern Circulation System

The key to building a new development pattern of“Dual Cycle”lies in promoting smooth industrial linkages and virtuous economic circulation,and the promotion of coordinated development between the supply side and the demand side.The modern circulation system is the core link in the national economic cycle,the bridge and link between the supply side and the demand side,and plays an important role in solving the pain points,difficulties and blocking points in the construction of the new development pattern of“Dual Circulation”.Focusing on smooth Dual Circulation,this paper constructs a logical model for the construction of modern circulation system of“four-function building,six-transformation and five-system upgrading”and puts forward the important role of modern circulation system in realizing higher-level production and consumption cycle,higher-quality urban and rural cycle,higher-level domestic and foreign trade market cycle and more coordinated cross-regional market cycle.Then,focusing on the four functions of information transmission,structural traction,factor optimization and technological innovation,this paper expounds the internal mechanism and key mechanism of smooth Dual Circulation of modern circulation system,and puts forward corresponding countermeasures.
