| 摘 要： | 介绍了目前我国东北内蒙古国有林区森林资源一种监督、两类体制的模式,分析了存在的信息传导机制不活、监督检查机制低效、刚性约束机制缺位等问题及其成因。指出其存在问题和矛盾是制度供求不平衡的必然结果。

| Abstract: | Based on supply and demand of new institutional economics approach,the paper analyzed the problems and reasons of state-owned forest resources monitoring system in Northeast and Inner Mongolia. It holds that its main problems of forest monitoring system is the monitor internalization ,while that of the monitoring mechanism is information transmission mechanisms,inefficient supervision and inspection mechanisms,lack of rigid constraint mechanism.
