西部开发与可持续发展

可持续发展战略是人类社会生存与发展的长远大计。我国西部地区存在的文化水平低、自然环境脆弱、环境污染、资金短缺等问题 ,要求政府必须制定一套有效措施 ,如制定《西部开发法》、加大财政转移支付、实施差别的金融税收政策、人力资源开发战略等 ,促进西部经济、社会与环境的协调发展。

The sustainable development strategy is a long-run plan for the survival and development of human beings. Because of the low cultural standard, fragile natural environment, polluted environment and shortage of money in the development of the western regions, the government required to establish a package of effective measurements to promote economic, society and environment development harmoniously, these including setting up the Law Of West Development, increasing the fiscal transfer payments and implementing different revenue and financial policies and human resource development strategies.
